Valorizing diaspora resources for Social Cohesion and Climate Change Action under the DAR 1+3 program

The Diaspora Relations Bureau and IOM Moldova are valorizing diaspora resources for Social Cohesion and Climate Change Action under the 2024 edition of the Program “Diaspora Succeeds at Home” (DAR 1+3) implementing local development projects. The DAR Program aims to valorise the human and financial potential of the diaspora for the socio-economic development of Moldova. The DAR programme is based on the 1 + 3 principle of partnership: diaspora + government and/or local authorities + development partners and donors. DAR focuses on infrastructure development; protection of the environment; economy; energy efficiency; culture; and social protection. 

The Social Cohesion sub-program promotes social inclusion and peaceful coexistence between refugees and host communities,. acting as a tool for social inclusion of displaced populations – through local development projects in communities hosting refugees. Matching grants are offered to support the development of social and business infrastructures in communities hosting refugees from Ukraine.. 

The Climate Change Action sub-program works to enhance the Moldovan diaspora’s contribution to climate change mitigation and adaptation actions. The DAR collaborative effort encourages themed projects such as biodiversity conservation, clean energy, circular economy, climate-smart agriculture, disaster risk reduction, and green renovation. The provided matching grants aim to leverage the financial and human capital of Moldovan migrants, the diaspora, their family members, and migrants returned from abroad, in support of the creation of scalable climate change mitigation or adaptation initiatives in Moldova.
