Background Information about the Host Institution

The Somaliland Ministry of Public Works, Land and Housing is a government institution that exists to formulate policies, plans, set standards, build capacity, and has a mandate of all governmental properties. This can be governmental buildings that are operational as well as historical heritage buildings and land. The Ministry also provides policy and strategic guidance to several departments within the ministry and it has close cooperations with all municipalities across the nation. The mandates of the Ministry Public Works, Land and Housing include.

• Overseeing personnel within the public work departments including, developing government land allocation policy, maintenance of the city’s public buildings services such as public buildings, construction safety and heritage sites
• Setting up Town Planning and the formulation of the construction laws.
• Safeguarding and protecting the general town plans from violations and alterations.
• Archive Management: The Ministry of Public Work Land and Housing will always keep in its archives the Original Copies of all town plans in the country, while some other copies will be distributed to the local municipalities throughout the country for them to govern their land issues

POSITION INFORMATION

Organizational unit/Department: Planning Department. Duration of assignment: 1st April Till 30th June 2020

Objectives of Assignment

The consultant will provide capacity building for staff at the ministry who are under the planning department. The consultant will be looking for synergies, mandates and opportunities within the government institution that are part of the so-called National infrastructure sector forum and translate this into this furthered detailed plan. The consultant will also set up a detailed concept for the housing project of the Somaliland army forces. Lastly, the consultant will also identify the international organizations that are working on public construction and TVET programs that are related to the mandates of the Minister of Public Works, Land and Housing.

• Analyze and asses the mandates of the infra sector bodies
• Analyze and identify the overlaps
• Identify the synergies and the opportunities
• Improve the communications structure within the sector
• Advice the ministry on the above matters in depth

Responsibilities and Accountabilities

• Analyze and assess the mandates of the infra sector bodies and Identify the overlaps.
• Identify the synergies and the opportunities and analyze the gaps in the communication within the public infra sector bodies.
• Conduct interviews, where possible, with relevant stakeholders
• Prepare concept plan for the Somaliland housing project and identify the international organizations that are working on public construction and TVET programs that are related to the mandates of the Minister of Public Works, Land, and Housing
• Preparation of Somaliland urban forum.
