Background Information about the Host Institution

The Ministry of Investment Promotion is a newly founded Government institution created on December 14, 2017, by the President of Somaliland HE Muse Bihi Abdi for coordinating the fragmented investment projects into a single window. The primary mandate of the ministry is to facilitate both domestic and foreign investment opportunities through, promotion, media coverage and employing research and development strategy exploiting and preparing bankable projects that are attractive for investors.

Organizational unit/ Department: Department of HR. Duration of assignment: 1st March Till 31st May

Objectives of Assignment

The ministry needs technical support and skill transfer to enhance the capacity of the staff of the institution. Support will drastically improve the functionality of the Ministry and will improve service delivery and the overall status of the ministry.

Output/Deliverables

Review the structure of the Ministry and the number of staff. The institution needs to improve its services delivery mechanism. Reform and reorganization is needed and this is the main task expected of the consultant.

Responsibilities and accountabilities

• Based on the review, propose and develop comprehensive HR Policies and Procedures for the Ministry, and support managers/supervisors and build their capacity/skills for effective staff
• Prepare a comprehensive manual on HR policies and procedures
• Ensure the maintenance and implementation of the HR database for the Ministry.
• Carry out a review of existing HR Policies and Procedures and identify gaps and capacity weaknesses compared to international best practice;
• Design, recommend and implement a transparent staff performance management system that is linked to the training development program and has the necessary staff.

Education and Experience

Master’s degree in Public Administration.
