Ministry of Justice (MOJ) of the Republic of Somaliland was formed in 1991 by a presidential decree shortly after Somaliland declared its independence from the rest of Somalia. As per the establishing presidential Decree, the mandate and objectives of the MOJ include, among others, to coordinate the executive and the judiciary branches, and to administer and improve the capacity of the justice administration bodies; and to regulate and administer legal profession in Somaliland. Since its formation, MOJ had been undertaking its mandated tasks through leadership and oversight aimed at ensuring that all parts of the legal and justice sectors are able to effectively and efficiently deliver services to Somaliland citizens.

Through this assignment the Ministry of Justice intends to Outline, Establish, and Develop the Somaliland Probation Service which will be a new sub-section of Access to Justice within the Ministry of Justice of the Republic of Somaliland. The Probation Service will occupy a unique position within the criminal justice chain in Somaliland. It will be the only Ministerial section that regularly will involve the suspect from the moment of arrest, and main objective of the assignment will focus on skill transfer for the staff under the department of planning and statistics.
• The consultant to be able to prepare a concept for the development, implementation and operational strategy of the proposed Probation Service section, and to provide support to Ministry of Justice and other stakeholders in the design, development, and implementation of Probation Service legal frameworks and policies
• The legal research and Data Analysis Advisor will provide expertise, technical advice, training and guidance to the staff and team working with the Policy Planning & Statistics Department at the Ministry of Justice; • The legal research and Data Analysis advisor will be responsible to provide technical support to bring the data together from different justice sectors to help the Policy planning Analysis Unit answer the questions posed by policymakers and program planners; • Work closely with statistics and research Unit to design and provide oversight for the research management process to effectively administer research on relevance; • Provide technical advice, training and practical support on the day to day operations of research statistics unit R&SU including data cleaning, data management, data storage and data archiving, based on best practices and procedures;
Master’s degree in Public Administration
