Background Information about the Host Institution

Somaliland Ministry of Transport and Road Development is a government institution that exists to formulate policies, plans, set standards, build capacity to carry out advocacy, regulate, monitor and evaluate the Transport Sector. The Ministry also provides policy and strategic guidance to parasitical bodies under its supervision namely, Somaliland Road Agency, and Somaliland Civil Aviation Authority. MoTRD provides political and operational oversight in collaboration with the Ministry of Finance and Planning. The Transport sector is a cluster of priority sectors of the economy comprising Roads, railway, water, and Air transport. The sector anchors the economy and serves as its conveyor belt. In consequence, its performance depends on how it relates to its clients and stakeholders in the delivery of services.

Objectives of Assignment

The Ministry of Transportation and Road Development seeks the service of human resources experts for responsible for conducting detailed assessing overall human capacity and resources to clarify the capability and capacity of employees of the ministry.

Output/Deliverables

The consultant is able to prepare projects in line with the National Plane of 2017-2022 and identify the most cost-effective way in the government transports management system.

Responsibilities and Accountabilities

• Assist Ministry in preparation of projects in line with the National Plane of 2017-2022
• Market and technology information for the Ministry and Stakeholders and promoting assurance of quality marine by training Ministry staff and stakeholders.
• Training Ministry staff and stakeholders in co-management.
• Preparing recommendation sustainability of the newly build onshore facilities in the eastern region of the country.
• On Job training new graduates from the faculty transportation.

Education and Experience

Master’s degree of Public Administration.
