Background Information about Host Institution
Somaliland Ministry of Public Works, Land and Housing is a government institution that exists to formulate policies, plans, set standards, build capacity, and has mandate of all governmental properties. This can be governmental buildings that are operational as well historical heritage buildings and land. The Ministry also provides policy and strategic guidance to several departments within the ministry and it has close co-operations with all municipalities across the nation. The mandates of the Ministry Public Works, Land and Housing include;
- Overseeing personnel within the public work departments including, developing government land allocation policy, maintenance of the city’s public buildings services such as public buildings, construction safety and heritage sites
- Setting up Town Planning and the formulation of the construction laws.
- Safeguarding and protecting the general town plans from violations and alterations.
- Archive Management: The Ministry of Public Work Land and Housing will always keep in its archives the Original Copies of all town plans in the country, while some other copies will be distributed to the local municipalities throughout the country for them to govern their land issues

Duration of assignment: 1st April Till 30th June 2020
Objectives of Assignment
Under the guidance of the Minister of Public Works, Land and Housing, the Quantity Surveyor consultant will be working on a variety of medium to large scale projects. The duties of the consultant will involve managing the finance of multiple projects, liaising with stakeholders, writing planning reports and preparing and reviewing planning proposals. The main tasks of the consultant will be;
- Define Cost Estimate Scope: Define the project scope, time period, phases to be estimated, communication channels, and establish any boundaries for estimates or project requirements. Estimates are typically completed in 24‐48 hours.
- Define Assumptions or Constraints: Identify any schedule or budget constraints, and how those will be resolved.
- Develop Cost Element Structure: Identify everything defined in the scope to be costed.
- Collect and Monitor Data: Collect and monitor data, manage risks, identify (if necessary) contingency plan, control changes and communication. Measure and report on progress.
- Develop Cost Estimating Relationships: Use cost data to develop formulas/equations entered into the cost model. Formulas/Equations will be the basis for estimating costs as a function of chosen systems and service level.
- Document Approach: Provide documentation for each cost element, indicating sources of data assumptions used and any other methodology or analysis.
Output/Deliverables
- Assist in preparing cost data for proposals and contract negotiations. Determine project scope, define requirements, works with UFI team and others to coordinate production, meet deadlines and customer requirements.
- Follow the Estimating life‐cycle in accordance with prescribed standards and procedures.
- Establish quote priorities based on evaluation and analysis of overall opportunities.
- Develop and implement requirements for cost recording, reporting, and analysing standards, programs, and reports. Performs performance monitoring and control functions for specific applications, including the consistent use of applicable procedures.
- Provide financial reporting, trending data. Perform data analysis and development.
- Develop and/or revise manufacturing processes, procedures, work instructions.
Responsibilities and Accountabilities
- Lead team and train team on cost calculations matters. Represent the Ministry of Public Works, Land and Housing in a professional capacity as we collaborate with city, county and state representatives, attorneys, engineers, local transit and port authority personnel, as well as local business people and the general public
- Supervise, direct and mentor junior team members, including entry-level planning and finance staff
- Coordinate and oversee committees and monitor their progress

Education and Experience
- Bachelor’s Degree in Engineering; Mechanical, Industrial or other related engineering field
- Minimum of five years’ experience in Cost Engineering, Cost Estimating, planning, scheduling, estimating and other areas of project controls in a construction or manufacturing environment.
- Intermediate level of proficiency in MS Excel and other MS Office programs
- Functional knowledge of accounting, financial accounting Operating knowledge and experience of SolidWorks or, design software and engineering tools
- Knowledge and experience in ISO‐9001, AS9100 requirements
- Knowledge and experience in ERP systems, Epicor preferred
- Proficient with computer programs and a working knowledge of new technology
- Ability to communicate effectively and professionally with co‐workers, outside agencies, business partners, and consultants
- Excellent verbal and written communication skills
