Background Information about Host Institution

The Ministry of Refugees and Repatriation’s vision is defined as “Immigration, taking refuge, and free and immune repatriation which ensuring access to human rights”. The ministry functions to ensure honorable, volunteer and gradual repatriation of refugees and their resettlement, providing legal support, and strive for solving their problems permanently. The ministry’s mission is to manage affairs related to immigration, refuge, repatriation and sustainable settlement; provide legal and social services for refugees, returnees and internally-displaced persons (IDPs), and to attract national and international cooperation.
The Ministry of Refugees and Repatriation also functions as secretariat of High Commission for Refugees. Proposed by MoRR, the commission was established in 2015 (1394 Solar Hijri). The commission’s goals is to make policies and bring immense coordination at national level in order to:

• Facilitate honorable, gradual and volunteer repatriation of refugees, asylum seekers and IDPs and their sustainable resettlement and re-integration in proportion to existing capacities in the country;
• Manage immigration affairs;
• Provide legal and social support to refugees and returnees;
• Attract national and international cooperation, particularly in the countries hosting refugees

Currently MoRR has three Deputy Ministers and 17 Directorships in Kabul, as well as 34 secondary offices in the provinces, and 5 delegates in Pakistan, Iran, Greece, Turkey and Indonesia.

Position Information

Title of Position: Migration Research Methodology Training and Development Specialist

Organizational unit/Department: Research and Migrants Information Directorship / Research Department

Duration of assignment: 3 months

Objectives of Assignment

• Improving the professional capacity of MoRR’s staff
• Standardization and enhancement of  quantitative and qualitative research regarding migration issues.

Output/Deliverables

• Increasing of staff knowledge on quantitative and qualitative research methods.
• Increase staff understanding of quantitative and qualitative data analysis programs (SPSS, NVivo shell).
• Employees to be able to compile electronic questionnaires through ODK Collect program.
• Develop of research tools on migration with respect to global developments.

Responsibilities and Accountabilities

• Teaching of quantitative and qualitative research methods according to the needs of Research Directorship staff.
• Teaching of quantitative and qualitative data analysis programs (SPSS, NVivo shell).
• Teaching of compiling electronic questionnaires through OKD Collect program.
• Introduction of models and tools for collection and studying the relevant migration issues.
• Review and providing of suggestions and ideas for the development of data collection tools.
• Review the activities of research staff and provide technical feedback to increase the quality of activities.
• Introducing and accessing scientific resources of global migration for staff.
• Providing a capacity building and development plan for achievement of effective results.
• Providing of a continuous report about the progressing of activities for the relevant activities.

• Comprehensive knowledge of research, principles, concepts, research methods.
• Expert on one of the quantitative information analysis programs (SPSS, Stata, etc.) and qualitative (Nvivo, Atlasti, etc.).
• Experience in participating in reliable research projects.
• History of published scientific articles in scientific journals.
• Acquaintance with the ethical principles of research is essential.

Education and Experience

• Masters or PHD degree in migration studies or humanities (sociology, anthropology and related fields).
• At least 5 years’ experience in research on migration or social issues.

Language Requirements

Knowledge and understanding of Dari and English
