Background Information about the Host Institution

Somaliland Ministry of Transport and Road Development is a government institution that exists to formulate policies, plans, set standards, build capacity to carry out advocacy, regulate, monitor and evaluate the Transport Sector. The Ministry also provides policy and strategic guidance to parasitical bodies under its supervision namely, Somaliland Road Agency, and Somaliland Civil Aviation Authority. MoTRD provides political and operational oversight in collaboration with the Ministry of Finance and Planning. The Transport sector is a cluster of priority sectors of the economy comprising Roads, railway, water, and Air transport. The sector anchors the economy and serves as its conveyor belt. In consequence, its performance depends on how it relates to its clients and stakeholders in the delivery of services.

Objectives of Assignment

The Ministry of Transportation and Road Development seeks the service of human resources experts for responsible for conducting detailed assessing overall human capacity and resources to clarify the capability and capacity of employees of the ministry.

Output/Deliverables

• The consultant is able to provide training for instructors of all Somaliland private driving schools.

Responsibilities and Accountabilities

• Provide training for instructors of all Somaliland driving schools, and train examination team of the ministry
• Advise the ministry on the established road safety program, and explain driving techniques.
• Teach the theory and practice for driving schools
• Prepares reports on each driving school.
• Prepares and keeps a record of performance.
